About a year ago, in January of 2008, eBay and PayPal issued new policies.  Among that would be to put a HOLD on funds.  Here's the quote from eBay's policy:


 "In a little percentage of instances where it's been determined the danger of disappointed consumers is higher, PayPal could hold off release of the payment money to the seller till the customer has left a good feedback or twenty one days have passed without a dispute, claim, chargeback or maybe reversal filed on that transaction."


Almost any brand new eBay seller that will try using dropshipping as a method for locating their products will find they can't access their money until after the product has arrived at their customer's door.  This eliminates one of the most appealing areas of dropshipping - the ability to market something and then use the buyer's payment to fund the purchase.  With PayPal holding the money of yours for twenty one days this won't be achievable.
